§ 13-108. Permit required.

  • (a)

    The mayor and board of aldermen of the Town of St. Francisville, State of Louisiana, finds that the limited regulation of the commercial film production industry within the corporate limits of the Town of St. Francisville is necessary to maintain public safety and good order.

    (b)

    The production company, or representative thereof, for each separate filming project shall apply for and, if eligible, be issued a film production permit (hereinafter referred to as 'permit') of limited duration to film the project. The issuance of any similar permit by the State of Louisiana or by the Parish of West Feliciana does not satisfy the requirements of this ordinance; a separate permit is required by the Town of St. Francisville.

    (c)

    The permit shall be applied for on a form supplied by the film production coordinator designated hereinbelow. No administrative fee shall be charged for any application or permit required herein. Each production company shall execute an "indemnity and hold harmless agreement" and otherwise comply with the insurance and other permit requirements established by the film production coordinator.

    (d)

    The representative of the Town of St. Francisville in and for all matters related to this ordinance is the Main Street manager, who is named and appointed the film production coordinator for the Town of St. Francisville.

    (e)

    Street/road closures and other traffic control matters, special effects, pyrotechnics, and security of operations are not included in by the film production permit. Separate authorization for such activities must be obtained from the appropriate state, parish and town agency.

    (f)

    Violation of this ordinance or the terms of any film production permit issued pursuant to this ordinance shall result in the immediate suspension of such permit as well as all other permits then in effect and issued to the violating production company. Notice of suspension may be verbal or written and may be made by the film production coordinator to any representative of the production company. No filming, or preparations for filming, shall take place until the violation ceases and the conditions and/or conduct constituting the violation remedied. The film production permit may be revoked permanently by the town's film production coordinator upon failure of the production company to rectify the offending conditions and/or conduct within ten (10) days of notice of suspension.
